What is a Functional Capacity Assessment?
A Functional Capacity Assessment (FCA) is a structured evaluation used to measure a participant’s ability to carry out daily activities and identify areas where they may need support as a result of their disability. The assessment helps determine the level and type of support a participant requires to engage in daily life and work toward their individual goals.
The FCA examines a participant’s abilities across a range of domains including cognitive function, communication, mobility, and self-care. It is carried out by a qualified health professional — most commonly an Occupational Therapist — who works with the participant to build a comprehensive picture of their strengths, challenges, and support needs.
The assessment typically involves a combination of structured interviews, direct observation of functional tasks, and standardised assessment tools. Depending on the complexity of the participant’s needs, the process may take several hours and may involve physical assistance or adaptive equipment to complete specific tasks.
Once completed, the FCA report is used to inform the participant’s NDIS plan, outlining the supports required to increase independence, build functional capacity, and achieve their goals. A well-evidenced FCA is one of the most important documents in the NDIS planning process — it directly influences the funding a participant receives.
Why are Occupational Therapists well placed to conduct an FCA?
Occupational Therapy is a healthcare profession focused on enabling people of all ages to participate in the daily activities that are meaningful to them. These activities — known as occupations — span everything from personal care tasks such as bathing and dressing, through to work, study, leisure, and social participation.
Occupational Therapists work with participants who experience physical, cognitive, or emotional challenges that affect their ability to engage in these activities. They assess the participant’s goals, abilities, and limitations, and develop a personalised plan to help them improve or maintain their capacity to do the things that matter to them.
This breadth of scope makes Occupational Therapists ideally suited to conduct a Functional Capacity Assessment — they are trained to observe functional performance across all areas of daily life, not just within a clinical setting.
What can an Occupational Therapist do after the assessment?
The FCA is the starting point, not the end. Following the assessment, the Occupational Therapist can deliver a range of targeted interventions based on the participant’s individual needs and goals:
Activities of Daily Living training
Structured support to help participants develop or regain independence in self-care tasks including bathing, dressing, grooming, toileting, and eating.
Assistive technology and equipment prescription
Recommending and prescribing devices and equipment to help participants maximise their ability to perform daily activities — such as modified utensils, reachers, communication devices, and wheelchairs.
Home modifications
Providing clinical recommendations for changes to the participant’s home environment to improve accessibility, safety, and ergonomics — such as grab rails, ramps, and bathroom modifications.
Cognitive rehabilitation
Working with participants to address cognitive difficulties including memory, attention, and problem-solving — helping them develop strategies and compensatory techniques to manage daily tasks more effectively.
Sensory integration therapy
Supporting participants who experience sensory processing difficulties that affect their ability to engage in daily activities and social participation.
Upper limb rehabilitation
Providing targeted exercises and interventions to improve upper limb strength, coordination, flexibility, and movement — supporting greater independence in functional tasks.
